Should I get a computer programming certificate?

I’m coming to close of a bachelor’s degree in psychology, I graduate in Dec. The jobs opened up by this degree are fairly general and not as interesting to me now as they once were. For a little while now my interest has been shifting to web development / site design. So, I’m considering getting a certificate from a local community college called “Computer Programmer Specialist – Web Concentration”.
What i would like to know is:

How will this be viewed when I approach the job market?
What types of jobs would be available?
Salary level?
Is there a better approach?

I dont know everything your asking for, but im in school (Career prep center) for Programming vb, c++, web development, and much more.

my teacher said that right after this when we graduate, go to college and get a degree, because if someone hires you, as in lets say microsoft, and you dont have a certificate, then you may not get hired or if you do, you would only get id say 20$ an hour.

if you have a certified certificate, your salary an hour doubles to abou 40-45$ an hour.
